Prior to her current position, Tabitha served as a Program Director at the National Governors Association in Washington, DC, where she worked closely with governors on human capital policy, including the implementation of the Common Core State Standards.
Previously, Tabitha was director of former North Carolina Governor Mike Easley’s Learn and Earn Early College High School initiative. She also led former Governor Mark Warner’s Project Graduation and Early College Scholars initiatives in Virginia. Tabitha is the author of several publications, including: Building a High-Quality Education Workforce: A Governor’s Guide to Human Capital Development. She holds a B.A., M.Ed., a post-master’s certificate, and a Ph.D., all from Virginia Commonwealth University.
